So, I live in Northern Virginia. The biggest local city has a population 28k. I use Craigslist to find my models, but it seems like it's getting harder and harder to get responses.
I've tried model mayhem, but when I post, I only get responses from people who are not in my area.
Washington DC isn't too far away, but still a good 1-2 hours.
Talent agencies are not very useful.
I've thought about contacting the nearest university and telling them I'm a local filmmaker, looking for talent. How do I get my ads in front of your student's faces?
I've even bought cards, so I can pass to good potentials, but IRL, I'm really shy and have bit of a stutter.
Can anyone suggest a resource that can get me in touch with guys who want money?
I'm in my off-season right now, but come January, I'll be filming a couple of times a month.
It's always a good idea to search out and befriend ALL the fetish producers in your area, regardless of what their niche might be. That way you can share touring models when they pass thru town and you are not competing with each other because you all shoot different stuff. It's MUCH easier to get a touring girl to come to your area if you can hook her up with several other producers over the course of a few days. You can benefit from this kind of arrangement even of you are not the one finding most of the girls.

As a model this is super good advice!! I'm afraid im UK based so its probably a lot different but if someone wants to shoot me but lives say 3.5+ hours travel away it can be a bit tricky and very expensive to travel there and back, especially if the shoot is only a few hours, but if I can make that into a mini tour (shooting with 3+ photographers over the course of a few days - a week (either glamour fetish or whatever) it makes it SO much easier! It also covers all my travel fees making it cheaper for everyone the more photographers/producers that I can get to book me.
I'd personally be careful going to universities/collages because it is fetish content you are shooting, and the students may not understand what they are getting themselves into. I know everyone classes these things differently but realistically any kind of download content (or content put online for sale in any format) can be classed as pornography (even if there is no actual "sex" involved, because it is being downloaded for the "viewing pleasure" of others).
I'd definitely go more down the route of looking for touring models! I know Purpleport.com is common in the UK - not sure if it exists where you are but I certainly advise speaking to other local photographers and trying to all arrange booking a model for a tour
I've got a few ideas. But, honestly, how do I find other people who create fetish materials? When it comes to stuff outside my own area of specialty, I don't know my gimp suit from a whole in the ground?
I'll go take a look over at loverbuns. Maybe they have some resources.

CraigsList & Backpage are good places to start, along with modelling sites like ModelMayhem. Ask any model you shoot with if they know any other producers in the area. You can also find "booth babes" at any trade show, car show, tractor/Ag show, etc. Those girls are almost always models for hire. Many of them will know some locals and may also have an agent that you can ask.
You only need to find a couple of people and they will probably know someone else who knows someone else, etc. It can snowball pretty fast. Just make sure you are dealing with actual, professional shooters, not GWCs (guy with camera)
